The companies that buy barrels of oil and turn them into gasoline and other fuels have suffered from waning consumer demand for years, closing some refineries and reducing operations at others.
The Corporate Average Fuel Economy rule requires auto manufacturers to make more efficient vehicles. But it doesn't mandate how they do it. They might produce more hybrids. They might reduce the weight of their gasoline-fueled cars or develop electric vehicles.
The CAFE mandate required passenger vehicles in model year 2011 including cars, SUVs and small pickups to get a collective average of 27.8 miles per gallon. The new target, announced last month, requires that fuel efficiency reach an average 54.5 miles per gallon by 2025.
The regulations cloud the future of the U.S. refining industry, already sagging under a weak economy and the use of ethanol to stretch gasoline and to reduce its emissions. Refineries operated at 82.9 percent of capacity in 2009, the lowest level since 1986, according to federal data. As the economy crawled out of recession, utilization climbed to 86.4 percent in 2010.
