Asphalt plant near Gross Golf Course? - Twin Cities Planet

It pays to have relatives in nearby cities: That's how Minneapolis residents and park commissioners found out about a proposed asphalt plant in Roseville across the border from Francis A. Gross National Golf Course. The story is as much about how notice was given, as it is about the plant's projected environmental impacts.

The Minnesota Pollution Control Agency recently extended its comment periods on both the project's air emissions permit and its Environmental Assessment Worksheet from Aug. 11 to Sept. 10. But it wasn't until Aug. 9 that some Northeast residents got word about the proposed plant.

That evening, three people; First District Minneapolis Park and Recreation Board Commissioner Liz Wielinski, former Minneapolis park board commissioner Walt Dziedzic, and Lois Kelly from the Windom Park neighborhood, went to the Roseville City Council meeting and expressed their dismay.

Bituminous Roadways (BR) president Kent Peterson said the plant would be an expansion and replacement; the company has plants in South Minneapolis, Inver Grove Heights and Shakopee; the South Minneapolis plant (built in 1967) would close once Roseville was built and operating, in a couple of years.

Forecasters were trying to determine whether the storm would stay offshore as it headed up the Northeast coast or bring hurricane-force winds to Long Island and the New England coastal area.

If the storm does move closer to the East Coast as it moves north, coastal areas of the Northeast will get most of Earls intense wind and rain, while inland areas may see few effects. At the moment, Cape Cod, Nantucket, and Long Island are most likely to see serious tropical storm conditions over the next two days or so.

AP IMPACT: US wasted billions in rebuilding Iraq - SGGP

A $40 million prison sits in the desert north of Baghdad, empty. A $165 million children's hospital goes unused in the south. A $100 million waste water treatment system in Fallujah has cost three times more than projected, yet sewage still runs through the streets.

As the U.S. draws down in Iraq, it is leaving behind hundreds of abandoned or incomplete projects. More than $5 billion in U.S. taxpayer funds has been wasted on these projects â?? more than 10 percent of the $53.7 billion the US has spent on reconstruction in Iraq, according to audits from a U.S. watchdog agency.

There are success stories. Hundreds of police stations, border forts and government buildings have been built, Iraqi security forces have improved after years of training, and a deepwater port at the southern oil hub of Umm Qasr has been restored.

But even completed projects for the most part fell far short of original goals, according to an Associated Press review of hundreds of audits and investigations and visits to several sites. And the verdict is still out on whether the program reached its goal of generating Iraqi good will toward the United States instead of the insurgents.
