Tank Barge Spills Fuel - Enviro.BLR.com

A Seattle tank barge operator will pay the Washington Department of Ecology (Ecology) a $14,000 fine for spilling diesel fuel to the Columbia River during a fuel transfer to a car carrier.

According to Ecology, during the fuel transfer, a tank barge crewmember lost control of the ships fuel hose and swung around and spilled diesel fuel on the barges deck and into the Columbia River.

The captain of the car carrier quickly reported the spill to the U.S. Coast Guard. However, the barge crew initially reported only a small spill to the barge deck. After further investigation by Ecology and the Coast Guard, the tank members admitted the fuel had indeed reached the river.

To review: Mariner Energy has a rig in 340 feet of water about 100 miles south of Vermilion Bay, La., and as workers were painting and sandblasting it today, they saw a fire break out above them in an oil tank or some such structure. They jumped in the water and have all been rescued but the platform is now ablaze and there are reports of a mile-long oil sheen on the water. This is all pretty sketchy still and we've heard conflicted reports about whether the platform was actively producing oil and gas or, rather, was shut in. Developing...

Yeah, this is alarming. Of course, it sounds like this is a very different animal from Deepwater Horizon. Let's hope all the workers are rescued safely.

The event of the day here is hurricane swell at the beaches. Sebastian Inlet was impressive as usual, while some of our small-surf or no-surf beaches and reefs farther south were holding waves. It was interesting to see waves breaking on reefs that normally are invisible from shore. Some at Wabasso were doing a good imitation of Waikiki.

How so, LiT? To say that this happens all the time, so they're not worse than anyone else? I would think it might hurt their case -- the more such things happen, the less they can plausibly talk about how they couldn't possibly have foreseen such an unlikely event.

Biofuels Mandated for Canadian Gas Tanks - The Epoch Times

C anadians will be burning home-grown biofuels in their engines as early as this December following an announcement on Wednesday that finalized regulations for renewable fuel content in gasoline.

That announcement requires an average 5 percent renewable fuel content in Canadian gasoline starting December 15 this year. “Regulating renewable fuel content in gasoline is just one of several steps the Government is taking to reduce greenhouse gas emissions in the transportation sector, which account for about a quarter of greenhouse gas emissions,” said Environment Minister Jim Prentice in a statement.

The government says the 5 percent requirement will lower greenhouse gas emission in Canada by one megatonne a year and ignite demand for about two billion litres of renewable fuels annually.

The move is part of a broader renewable fuels strategy that the government says will dovetail with provincial regulations to cut greenhouse gas emissions by up to four megatonnes in 2012, the effect being the rough equivalent of taking one million vehicles off the road.

Goa beaches 'tarred'. Rogue ship to blame? - Times of India

PANAJI: Goa's picture-postcard credentials have taken a severe beating with tar balls washing up on some of its popular beaches from Monday. Operations to clean up beaches were on all of Wednesday even as more of the oily residue washed ashore.

Tar balls were first seen on beaches in south Goa on Monday afternoon. They quickly spread to beaches further north by late evening, leading to speculation that there could be an oil slick off the Goa coast.

Tar balls are formed when ships clean their tanks by spraying them with jets of hot water, which is later flushed out. In the process, the sticky diesel coating the tank enters the sea. The spill spreads in a thin slick over the water and, with the motion of the waves, coagulates along the coastline as tar balls.

Goa environment minister Aleixo Sequeira , who visited the affected beaches, refuted charges that the cause could be an oil slick. He said the probable cause could be a "rogue vessel that bilged its oil tanks" off the state's coast.

Ex-Iberia sheriff to plead guilty - The Daily Advertiser

Former Iberia Parish Sheriff Sid Hebert has agreed to plead guilty to a federal misdemeanor charge stemming from problems at a water treatment plant he owned and operated.

The water treatment facility ? Environmental Compliance Solutions LLC, located in the Port of Iberia ? was shut down voluntarily in 2009, according to Frank Dawkins, who is Hebert's attorney.

The company had a federal permit to treat and discharge waste water, including inland oil spill waters, used oil and diesel fuel tank water and wash water from oilfield equipment.

Federal court documents in Lafayette allege Hebert, "the manager, president and responsible corporate officer," between June 2007 and June 2009, "negligently violated" limits in a federal water permit by not maintaining required paperwork and improper testing.
